If you restart your computer with no internet connection, then launch steam (which obviously has to start in offine mode), then launch the game, often it will say "can't contact rockstar servers". For me, it's been every other day so far I can't play offline. People in general just don't realise this, as long as they are connected to the internet.
So you have to sit there for an hour waiting for the stupid thing to update before you can play it. Updating makes sense for multiplayer, but it is idiotic to force it on you when you want to just play single-player. I was only going to go into GTA V for like a half hour quick game.
As of right now, there is no way to play GTA:O offline. Your toon's data is stored in the Rockstar cloud servers, so without an internet connection, there is no way to access them and thus, you cannot retrieve your character. If you want to play by yourself, you can start a solo session from the pause menu in GTA V. You can access GTA 5's properties once steam is open (whether in offline mode or not). Right-click GTA 5 in the game list. To set the launch options in properties, click "SET LAUNCH OPTIONS". You can remove the quotes from the box by adding "-scOfflineOnly". The idea is by having a separated GTA V folder. One is for playing online which you have to keep it clean and the other is for playing a single-player where you can install as many mods you want. To play the game, you have to rename one folder to Grand Theft Auto V. Steam will ignore any folder other than that name. Check out the examples below.
Search for the file 'commandline.txt'; Notepad used to open the commandline.txt file. '-scOnlineOnly' a string that should be added to the text file. Save the text file to your computer. Done! Try to launch GTA V after you've completed the procedures above. You should able to play GTA V offline now that the Activation Required problem
